According to Montek Singh Ahluwalia, Vice President, Planning Commission, could such a mechanism should be developed on the lines of Rashtriya Swasthya Bima Yojna (RSBY), which is limited to the poor and for selected groups.

“To have a universal health insurance to cover all citizens is one of the ideas that the work of government. The agreements are being discussed,” said Ahluwalia. He was heading to India Heart conclave, organized recently by the Times of India, in partnership with Abbott Vascular in New Delhi.

Ahluwalia said that health spending is likely to be increased to 2-3% of GDP in the 12th five year plan to fund various projects and accelerate the development of infrastructure. Currently, public health spending less than 1% of gross domestic product (GDP), which is among the lowest in the world. He stressed the need for public-private partnership (PPP) to increase affordable health care.

Shivender Mohan Singh said it was a myth that the private sector is much more expensive than the public sector, since the costs of public hospitals do not reflect their actual cost. “If you look at the past decade, the bill, for example, bypass surgery has increased only gradually over the average inflation. I would be happy to a joint study to compare the average costs of public hospitals and private sectors. It would probably be more profitable for the government to give money to patients – possibly fund a health insurance plan – and let them choose where they want to be treated, “he said.
